The four changes
1. A new Category 3 licence for open-concept establishments
The exemption for open-concept massage establishments is being removed. Operators will need a Category 3 licence, subject to the same fit-and-proper requirement that applies to Category 1 and 2 operators and employees, land use approval from HDB or URA before the premises are used as an open-concept establishment, and a condition not to set up rooms, partitions or cubicles.
2. A mandatory shopfront poster
Licensees in all three categories must display a Police-issued poster, clearly visible to the public, showing the licence number, the key licence conditions and a URL for reporting breaches. Not displaying it is an offence.
3. Longer tenures for compliant licensees
Tenures rise to up to five years for compliant licensees, from three years currently, and the progressive tenure system is discontinued. New Category 1 and 2 licensees receive a one-year provisional licence and then three or five years depending on compliance history. New Category 3 licensees receive three or five years from the outset, subject to Police assessment. Shorter tenures remain for errant and recalcitrant licensees.
4. Uniforms
Police approval of employee uniforms is removed. Instead the Police will set uniform decency standards, and enforcement action will be taken against operators that do not comply.
“Up to five years for compliant licensees.” Tenure is now tied to compliance history. The practical consequence is that the tidiness of your employee register, and your ability to produce it on the spot, is no longer just about passing today's inspection — it is about how long your next licence runs for.
What a licensee should do now
- If you are open-concept, start on land use approval early — HDB and URA approvals are not same-week items, and the grace period will not be generous.
- Get the employee register current and keep it current. What it has to contain.
- Check your operating hours against your licence conditions — 0700 to 2230 for Category I, unless the Licensing Officer has stipulated otherwise.
- Watch for the operationalisation details, which the Police said would follow industry engagement.

When does this take effect?
